EMMA, a flagship programme of EUMETNET which is coordinated by ZAMG, provides with the Meteoalarm web page https://meteoalarm.org an one-stop-shop for multi-hazard warnings of currently 37 NMHSs, 12 warning parameters and 33 languages for European and global institutions (such as ERCC, WMO) and re-users of the warning information (such as Google, Apple, IBM/The Weather Company). In addition, the current warning situation in Europe is visualized in an easy and understandable way for the general public. The Programm Management team manages and coordinates activities such as workshops with partners to improve the quality of warnings, surveys about user requirements and chat-like tools to enhance cross-border collaboration.In order to support the Programm Management team, we are looking for a

Programme Management Officer (f/m/x)

  with an employment extent of 20 hours per week

Duties:

  • Supports the PM with regards to administrative, technical and content wise tasks, including: account management, drafting reports and surveys, managing contents on the EUMETNET portal, sending out news to partners and re-users, organizing and carrying out meetings with partners, collecting and administering meta data of alerting authorities
  • Coordinates and answers requests from and to Meteoalarm partners, re-users of the warnings and the EUMETNET secretariat
  • Provides technical support for partners and re-users as well as acts as focal point to Meteoalarm Devs and Ops
  • Organisation of and contribution to workshops with partners and re-users, including regarding cross-border collaboration, analysing past high-impact hydromet events, conducting and communicating statistics on warning levels
  • Contribution to publications and conferences
  • Supports and carries out other duties as required

 

Requirements/Essential Skills:

  • Unrestricted access to the Austrian labor market
  • Advanced study progress or university degree in meteorology, physics, ICT-related field, social sciences or similar, BSc. or MSc. preferred
  • A customer-oriented attitude in an operational context
  • Very good communication, coordination and analytical skills
  • Resilience and flexibility, ability to work in a team
  • Enthusiasm for the respective topics
  • Ability to work in a multicultural environment
  • Good knowledge of German (both oral and written)
  • Excellent knowledge of English (both oral and written)
  • Willingness to travel

 

Beneficial skills:

  • Background and/or strong interest in operational meteorology
  • Good knowledge of standard office applications
  • Experience with Microsoft 365, especially MS SharePoint and MS Teams
  • Experience working in an agile project environment, including tools such as Jira or Slack
  • Experience in drafting reports, online surveys and evaluating the results
  • Knowledge about statistics and evaluating large datasets with appropriate software (e.g. Python, R)
  • Understanding of web applications, web services and web programming (e.g. (X)HTML, CSS, JS, XML)
  • Has worked in a team with (web)developers before
  • Basic understanding of publish/subscribe patterns; RSS, ATOM and MessageQueue/MQTT
  • Basic understanding of impact-based warnings concepts
  • Knowledge of languages other than English and German

Salary:

In analogy to the federal VB-scheme and depending on the candidate’s background and qualifications. The v1/1 scheme starts at € 3.050,20 (gross) per month; the v2/1 scheme starts at € 2.268,6 (gross) per month (both full time equivalent). During the initial training period the salary is lower. It increases on the basis of the legal regulations through creditable previous working periods.

Working time:

20 hours per week (part time), in the framework of the partial legal capacity of ZAMG.

Duration of employment:

Limited in time (end of 2023) with option for extension. New employees go through a probationary period of one month.
